United Press Association—By Electric Telegraph—Copyright. CONSTANTINOPLE, April 19. Ai-awia and Russia have sent a fresh joint note warning Turkey that the Al-. banian disturbances must, be effectively and speedily suppressed, and declaring that Bulgaria has failed to do her utmost against the Macedonian bands. Greater energy is demanded, in order to prevent untoward consequences. Turkish troops surrounded a band in the Palanka district. The villagers of Apeta came to the band's assistance, and threw dynamite bombs with awful effect, causing a stampede in tho Turkish ranks. Tlie insurgents, with the loss of ten men, cut their way through, killing and wounding seventy of the Turks. Another band attacked a Turkish detachment at Kolscharko, near Adrianople. the Turks losing twenty, and the insurgents twelve. The Christians are concealing clothes, provisions, and property in inaccessible regions in the mountains and forest..
