Japan, Britain, and America, have approved of the Manehurian Convention, which is ready for signature. China secures material advantages under the Convention, including the admission ctf Manchuria as an integral part of the Empire, but China is compelled to untruthfully admit that ehe was the aggressor on the river Amur in 1900. [B was in Jtfy, 1900, that the Russian Governor of Blagoveetohensk murdered thousands of Chinese, drowning them in the Amur.] (Received: Aoril 9th, 12.54 am.) LONDON, April 8. Russia signs the Convention to-day. The evacuation of Manchuria is to be completed in eighteen months. She waives the question of special privileges for the RussoChinese Bank.
