INHUMAN TREATMENT OF PRISONERS.

A French newspaper, published at Saigon, states that 700 Russian prisoners, in three tiers of iron cages, in the lower decks of a % steamer voyaging from Odessa to Yaroslava, were detained for a month at Saigon, owing to the breakdown of the vessel. The heat was sweltering. It was impossible to ascertain the mortality among the unfortunate prisoners. . '
