DRAINAGE BOARD.

A prolonged meeting of the- Christeliurch Drainage Board took place yesterday afternoon, Mr R. M. Taylor being in the cftajr. There were also present Messrs W. E. Samuels, George Mclntyxe, C. P&lairet, Charles Burgess, J. Down, and Dr. Moorhouse. The secretary and treasurer's report was adopted, and showed rates received J318&0 4s Id, receipts from cattle £38 15s 6d, rent £6, pumping ram waste £4 18s 10d, sundriei £1 lbs 6d, total receipts £1911 14a lid. Expenditure £572 13s Sid, amount of 1899 rate outstanding £35 11s, ■ outstanding for 190G £279 15s 4d, amount of 1901 rat© collected . £3986 6s 2d, debit balance £2768 12s 10d. The Avon Boad Board made application for a copy of the Drainage Board's resolutions of February 12th, 1899, defining the districts of rural Avon and Riocarton raspfio tively. The Board also 'asked -whether th« portion of the Avon Road Board district?, taken over by the' Ricearton Board some twenty years ago, was im the rural district of Avon or Riccarton for purposes of representation, on the Drainage Board. The letter was received. " ' . . . - '■ The Riccarton Road Board "wrote that the drainage rates collected in that district had been:--Sewage £53 Is 6d, and rural £670 10a 9d. The Drainage Board agreed to the request. * - • ' The engineer's report, which was adopted, stated that the work of clearing the rivtr Heatheote below .Radley bridge had beeaacompleted at a cost of £15. As thire was little chance of Hooding during the summer months, he- recommended the deferment, till next year of the laying of the overflow pipe from, the head of the Lincoln road storm-water sewer to the Park drain, authorised at the August meeting. The cost could then be included in the estimates. After having investigated Mr Spensley's complaint of an alleged nuisance in Bell's Creek, between the mouth-of'the Feny road sewer and the river Heafchoote, the engineer recommended that the drain should not be covered. Its course should ba straightened, however, and the present timber work between the river and Mr Spensley's approach be raised by nine inehts, aad the remainder of the cut close by timbered on th* aides f> a corresponding height. All the land adjoining the drain would then be filled up to , the same level, and no stagnant water would 1 remain when the tide fell. The health officer also thought that these measures would be sufficient. . A resolution wag passed, "That, in accordance with the. Ohristchuroh Drainage Act,, 1875, Amendment Act, 1900, £25,0% be borrowed for the purpose sped- - fied in that Act, and that tenders bs invited for the issue of 100 debentures for £100 each, being the first issue of the said loan." Accounts were passed for payment to the value of £572 13s 2d.
