THE DOWAGER'S COMPLICITY,
Dr. Morrison's despatches offer crushing evidence that the Dowager Empress ordered the extermination of the Legations. Tbe British wall was undermined, and another day's delay would havo been fatal. Chinese Ministers abroad hoodwinked the Powers by shameless lies, the transmission of bogus edicts delaying the relief. Other advices state that daily progress reports which were made to the Dowager, showing tbe massacres that had taken place, were found in the Imperial palace.
