IRRITATION IN FRANCE.
ADMIRAL SEYMOUR BLAMED
"SPHERE OF INTEREST" REPUDIATED.
(Received August 18th, 9.4 a.m.) PARIS, August 17. The British loan to Wuchang has irritated the French newspapers immea3urah_y. The "Journal dcs Debats" declares that nobody can prevent France disembarking troops at Shanghai. LONDON, August 17. Mr Brodrick, in his speech yesterday, repudiated the principle of spheres of interest. The postponement of the landing of British troops has been greeted with satisfaction in Berlin. Admiral Seymour is blamed locally because he ordered troops to Shanghai without consulting the Consirk. "The Times" blames Great Britain for not exercising ordinary prudence and foresight in China. The Cliinese Minister in London affirms that a small force should be landed for the purpose of appeasing the population and averting danger. (Received August 18th, 8 p.m.) HONG KONG, August 17. The Indian troops land at Shanghai today.
