ASSISTANCE TO THE ENEMY.
(PRESS ASSOCIATION TELEGRAM.) WELLINGTON, August 17. A notice appears in the "Gazette" stating that a proclamation -was made by the Queen on December 27th warning persons against aiding the South African Dutch Republics in hostilities, and against trading with them, and there being reason to believe that some of the terms of this proclamation have been, or may be, infringed in New Zealand, the Governor again draws special attention to tha proclamation, which is of general application to British subjects all the world over, and also to foreigners resident in any part of the Queen's dominions. In the "Gaz—te" notification with reference to tlie Queen's prock.___t.ion warning persons against aiding the South African Republic or Orange Free State in hostilities, the Governor calls special attention to tliat part of the proclanlation which proirirbits trading with the said Republics or either of them, or with any persons resident therein. The law of nations prohibits all intercourse betwen the subjects of the belligerents which is inconsistent with the state of war between their countries. This in—odes (1) any act or contract which tends to increa*_ the resources of tlie enemy; (2) every kind of trading or commercial dealing, whether by transmission of money or goods or orders for delivery of either between the
countries at war, directly or indirectly, or through intervention of third persons or partnerships ; (3) contracts in any inz to or involving such trar-rn_aon or by insurances upon trade by or with tieeoeinv. Persons contravening tbe law wdl be lubte not only to such penalty as it presenhes, bo, all property of every kind «nraj<>y«* "» ° r affected W such tr-ling will be UaMe to absolute forfeiture. It s_onkl also be noted that the ship carrying property is liable to seizure and forfeiture.
