The Kaiser and his brother, Prince Henry, greeted the Prince of Wales when passing through Altona, on his returning to England from a visit to Denmark. (Received April 22nd, 5.20 p.m.) LONDON, April 21. The Kaiser's kindly impulse in unexpectedly journeying from Berlin to Alton* and summoning Prince Henry from Kiel to greet the Prince and Princess of Wales, is regarded, besides bemg tribute of family affection to the Prince and Princess, as a gracefully significant compliment to England.

The leading French newspapers interpret the incident as emphasising the Anglo-Ger-man entente covdiale, as a manifest rebuke to Anglophobism in Germany, and as foreshadowing the utter failure of tbe mission to Berlin and elsewhere of the Boer peace delegates.

The Prince and Princess of Wales, in returning to London, did not halt at Brussels. The crowd cordially cheered them.

Unbounded enthusiasm was displayed astheir Royal Highnesses drove through the streets of London.

The Queen, tin forwarding a letter of thanks to the stationmaster at Brussels for seizing Sipido, sent him the cross of the Royal Victorian order.
