LONDON, April 17.; Epler, an Austrian com___id_ig the Rand mines police, arrested (fourteen men, who were acting under the orders of Mumu'ck, the State Mining Engineer, for preparing to dynamite the mines and m_chinery. Epler secured the cancellation by the Transvaal Government of Munnick's authority.
