LORD ROBERTS AT BLOEMFONTEIN. LONDON, March 26. The halt of Lord Roberts at Bloemfontein is due to a cautions effort to secure a peaceful transition of authorities. A British vanguard, consisting of detachments of New Zealanders and Canadians, has left Van Wycks Vlei, end is advancing northwards.
