At the PiLtladolphia Conference, Dr. Cockburn, the South Australian Agent-General, delivered: an address on Australian Federation. He urged fair treatment for New Zealand, whether it joined the federation or abstained. Ha mentioned the Torrens and Ballot Acts as Australia's gifts to America.
