The traders"jErned (criamnissi-oners) have already expressed heir opinion tihat more substantial progress lias been, made under the system pursued in Canada for regulating the liquor traffic, tfi-un 'has been achieved under prohibition United States where it its adopted, and it is only necessary to add tlhey do not believe the social condition of tihe people of the Dominion would be improved by the enactment of a general prohibitory law. 1988
