The Premiers' Conference has decided on the retention of "Braddon's Blot," the operation of which is to be limited to ten years, when the Federal Parliament may alter it. An absolute majority of both Houses sitting together was substituted t for a three-fifths majority. The Federal capital is to be in New South Wales, but not within one hundred miles of Sydney, the capital to be Federal territory. A national referendum is provided when a Bill is passed twice by either House, and either Chamber may ask for the referendum first. The Federal liament is to be held in Melbourne.
