President McKinley has announced that he intends to raai-ttain the neutralisation of the Nicaragua Canal, in accordance with the provisions of the Clayton-Bulwer treaty, and asks for the co-operation of Great Britain. The Canal Bill provides for the appropriation of five million dollars towards the construction of the canal.
