" Sir A: Biliotti, the British Cohsul-General at Crete, has refused to forward to the Queen the petition from tho Moslems for British intervention, lest it should be ascribed to British intrigue. LONDON, December 9. A Blue Book, containing a despatch from Sir F. C. Lascelles, British Minister at Berlin, is published, in which it is stated that the Emperor of Genaanyfbelieved his proposals for the settlement of the Cretan difficulty the best. As these had been rejected, and the continuation of resultless discussions would ensue, it was inconsistent with the dignity of Germany to do otherwise than withdraw from the Concert.
