0 United- Press Association—By Electric Telegraph—Copyright. t BERLIN, December 7. The Emperor read his speech at the opening of the Reichstag. He approved of the Czar's Conference on international disarmament, and read the preamble of a Bill increasing the effective pe<iC© footing of the army to 502,506. He said that although the Czar's action precluded an attack from the East disarmament must not be expected, hence military preparations were being continued in Germany.
He explained the Bill to protect industrial labour, and said it was intended to prevent the right of combination overriding the personal liberty and the independence of workmen to earn a livelihood.
