THE DISARMAMENT PROPOSAL.
United Press Association—By Electric Telegraph—Copyright. PARIS, September 1. "Figaro" states that an extraordinary session of Parliament will probably be held and President Faure has postponed his intended visit to Havre. The Czar has been informed by France that his disarmament proposals were slightly in advance of the other Powers and too late for the Cabinet to consider them. SYDNEY, September 2. The Women's Christian Temperance Union Convention is forwarding to the Czar a resolution thanking him for his disarmament proposals.
