LEGISLATIVE COUNCIL.

The Council met at 2.30 p.m. THE IMPREST SUPPLY BILL. The Imprest Supply Bill, No. 3, for £395,000, was passed through all its stages. PROGRESS OF OTHER. BILLS. The St. Albans Library Transfer Bill was read a second time. The following Bills were read a third time and passed:—First Offenders' Probation Act Amendment, Divorce, and University Otago Leases and Securities. ADVANCES TO SETTLERS. The discussion on the second reading of the Advances to Settlers Act Amendment Bill was continued by Messrs Montgomery, Stevens, Kerr and Jones. — Debate was adjourned till next day. MUNICIPAL FRANCHISE REFORM. Tho Municipal Franchise Reform Bill was recommitted on the motion of Mr McLEAN, and an amendment was made in clause 14, which will have the effect ot retaining the present mode of voting on financial issues by ratepayers —that is, plurality of votes will continue. The Bill was then reported and finally parsed. The Council rose at 5 o'clock.
