WELLINGTON, March 19. The Medical Congress closed with a paper by Dr. James, which dealt with the inspection of steamers, with special allusion to the detention of the Aorangia few moaths ago on her arrival from Vancouver. The Congress passed a resolution that any inepectson except in daylight would Dot be efficient.
