Tress Association—By Telegraph—Copyright. Washington, December 27. The Western members are violently opposed to a Bond issue. December 28. It is understood that the President and his advisers are strongly opposed to the Bond Bill. Mr Carlisle, Secretary to the Treasury, informed the Committee of Ways and Means that the condition of tho Treasury was serious, and it was necessary for Congress to declare that all obligations should be paid in gold. The Committee refused to consider this proposal. Senator Hill suggested the issue of gold and silvor bonds at the option of the Treasury. December 29. The House of Representatives has passed the Bond Bill, including the issue of debt certificates, and then adjourned until January 6th. The Senate will on Tuesday next discuss the tariff proposals in Committee.
