DUNEDIN, December 4. The Chairman (Mr Robin) at the Charitable Aid Board annual meeting, referring to the number receiving charitable aid, said that it did not look a* if onr new labour and land legislation were any material benefit to the labouring community. He felt sure that, had the Bill brought down last aesaton been carried it would not have mended matters. Dr. Macgregor'a suggested method of dealing with outdoor relief waa neither fair nor practical. '
