It is reported that the Sultan ol Turkey has offered, after effecting the promised reforms, to visit London and the European capitals to arrange for the better government of hi? Empire. Constantinople, November 22. The Sultan has rebuked the Governor of Anatolia for tolerating disorders in the province, and warned him that he will be held responsible for a recurrence of the trouble. The Government is disposed to refuso additional gunboats for the Bosphorus.
