CAPITAL PUNISHMENT.
Mr Collins' Bill to abolish capital punishment has just made its appearance. It repeals section 167 of the Criminal Code Act, 1393, which provides that every out who commits murder shall, upon conviction, be sentenced to death. In place of this the Bill cupels that, from and after the date ol this Act coming into force, c very oue who coin mits murder shall, upou conviction, be sentenced to imprisonment with hard labour foi life.
