HoBAKT, February 7. The Premiers' Conference has agreed to the draft of a Bill embodying the federation resolutions. The Governments of .the colonies are empowered to gumtnon a Convention, deciding the place of meeting by a majority. If the decision be equal the Governor of the senior colony shall decide. Each colony is to contribute to tho expenses on a population basis. Provision is to be made for New Zealand coming in at any time without special legislation.
