LABOUR QUESTIONS.
Press Association—By Telegraph—Copyright. Sydney, February 5. The majority of the Newcastle Miners' Lodges are persistently refusing to pay the increased strike levy of 10 per cent. It is stated that the strike fund is now so low that it will be insufficient to meet the next instalment of pay. There are evident signs of disintegration amongst the members of the Miners' ■ Association. A conference of Unionists and nonUnionists is being arranged, at which a proposal is to be made to admit the latter to the Union at reduced rates. New rales have been approved for the Government labour settlements which provide for the appointment of a Superintendent who will have full executive powers in regard to organisation and management, with the advice of a Board of Control. The settlers are from time to time to select a resident l Committee of five from amongst themselves, whose duties will be to make recommendations through the Superintendent respecting matters touching the welfare of the settlers and the conduct of the settlements.
