A BY-LAW RIDDEN PLACE.
Life in the Philippine Islands seeraa to be regulated on the curfew principle. Ifc j s j by-law-ridden community, and the by-laws are not to be treated with disrespect. One says that the local theatre, must open at a certain time. Oae night the managers were a few minutes late, aoda fine of five dollars was imposed. The local police-officers are kept to a strict sense of duty in the same drastic way. There was a quarrel one day between two Europeans and as the head police official did not proceed to the place as soon as he heard of it but waited to brush up his uniform, ho was fined lOOdol. The Spaniards are noted for their punctilio, but this, so the Globe says, is making a vice of a virtue.
