QUEENSLAND AGENT-GENERAL. London, November 28. Sir J. F. Garriuk, ac the request of the Queensland Government, will retain the Agent-Generalship for a year. FRANCE AND MADAGASCAR. Paris, November 28. The Soleil says the Madagascar expedition will be France's last colonial war. The nation will not seek further extensiou, as its territory is vast enough already. MANIFESTO BY THE CZAR. St. Petersburg, November 28. The Czar has issued a manifesto granting the nobility facilities for the redemption of their land from debt, and lessening the interest they pay the Agrarian Bank by a half per cent. THE RUSSIAN LOAN. Jewish money lenders are assisting the Russian loan in the belief that the Czar will treat their compatriots with more kindliness than former rulers did. CAPE COLONY. Capetown, November 28. Cape Colony will enter the Postal Union in January. GOLD AND DIAMONDS. A rich discovery of gold and diamonds is reported on the Zambesi. ARCTIC EXPEDITION WRECKED. Washington, November 28.
Ib is reported that Lieutenant Peavy'a Arctic expedition has been wreoked, and that all have- perished.
