The House met at 11.30 am. -OROWHENTJA L__n> % BlLl_ Mr SEDDON moved the second reading of the Horowhenua Land Bill, the provisions of which he briefly explained. Mr WILSON spoke at length in opposition to the Bill, giving the history of the negotiations connected witb the Horowhenua block of Native landMr STEVENS replied to the statements of the previous speaker, and the debate was continued hv Mr BELL and Dr. NEWMAN, who opposed the Bill. Mr WI PERK hoped the measure would be passed, as if there waa longer delay thete would be none of the purchase money left for the Natives. Sir R. STOUT said he saw no necessity for Ihe measure. Mr BUCHANAN condemned the transaction connected with the block as a device to obtain political support. Mr HEKE opposed the Bill, which he said was not in the interest of the Natives. Mr SEDDON" replied to the various arguments against the Bill. He claimed that the Bill was a necessary one, but if obstruction was offered in Committee it would have to be dropped, and the responsibility of the delay in doing justice would rest with the opponents of the measure. On a division the second reading was carried by 29 to 8. police offences. The Police Offences Act Amendmenb Bill waa received from the Council and read a first time, and the second reading was set down for the afternoon. The House adjourned at 1.30 p.m. for luncheon.
