BORROWING.
j Mr George Hutchison has unearthed the item of information that the word borrowing does not occur in the whole Financial Statement. The word seems, he says, to be eschewed in the most careful manner, though it is a good old Saxon word. One sum of money ia to be "provided; 1 " another ia ** considered necessary ;" and then other sums are either to be "asked for" or "transferred." The impression conveyed by such terms is that the Minister simply intends to transfer the huge sums he deals with from some place where they are lying idle to another place where they could be more conveniently used. He 4>d not think the Government could get away from calling the £1,500,000 for cheap money borrowing, but they coolly refer to thia amount as "authorised to be raised."
