The Times congratulates the colonies on tbe distinct advance made by the Postal Conference towards the Pacific cahle. It foresees a time when ib will be recognised as indispensable for commercial and Imperial purposes. It will be the natural supplement to Mr Huddart's steam line, and enable reinforcements to be sent to Australia without using the Mediterranean. Tht Times considers the true policy of Great Britain is to join Canada and Australia in assistiug the Pacific cable, Washington, March 8. The American postal officials declare thab it will be impossible to support tbe Pacific cable unless it touches ab San Francisco,
