The Marquis of Lansdowne was not informed of the appointment. Fears are expressed in India tha*-. the new GovernorGeneral will not follow the Afghan and the vigorous frontier policy of Lord Roberts and the Mtrquis of Lansdowne. The Times speaks of Sir H. Norman as an able administrator and distinguished soldier.. The Daily News says he opposed aggressive schemes when serving in India. September 6. Tlie Times considers Sir H. W. Norman as good a choice as the limited material at the disposal of the Government allowed. The Standard states that several Liberal Peers refused the vice-royalty, and Sir H. W. Norman was chosen as the advocate of the masterly inactivity so dear to the Premier. Calcutta, September 6. The Calcutta Englishman expresses qualified surprise at Sir H. W. Norman's appointment, sjnee the situation requires the ablest and strongest ruler possible. Brisbane, September 6. In the course of au interview, Sir H. Norman was unable to state why he had been selected as Viceroy of India, as it was an unusual step for the Imperial Government to appoint so old a man to the Governor-Generalship. He received the first intimation of the appointment on Friday last.
