—■*-— I The monthly meeting was held on Mon- ! cay at the Municipal Chamber, Kaiapoi. j Present — Messrs Lissaman (Chairmau), ' Mathews, Horrell, Parnham, Hiatt, Butt, Doubleday. aud Hopkins. Correspondence was read. From the Land Board, re reserve. From Marine Department, acknowledging receipt of notification of alteration to the bar. From Air E. Alexander stating there was no objection to the Board taking up reserve on the south branch of the river. The Chairman said Mr Holland did not object to the Board having the reserve if he had access to the river. The Signalman reported no alteratiou in the river from Saltwater Creek to the wharves. The new bar bearing outwards S. W. by S. when sounded at three-quarter flood on 28th guve lofc, which would at high water be 12ft. The large-staff had beeu refitted. It would be necessary for a man to attend to assist in , signalliug when vessels were expected. Mr Butt moved this clause ol the report be struck out. Mr Horrel moved, Mr Hopkins , seconded—" That the Works Committee ■ authorise the employment of a man when necessary." Mr Butt contended that the . beacons and signals should be so placed that ; vessels might come in without a man on the : beach simply waving a flag. The amend- ; ment was carried. The signalman reported lie could not place the bea jons in the river, as they were liable to be washed away. Air Butt moved—" That the signalman eiect the beacons. ,, Mr Hopkins seconded. It i was decided the matter be referred, to the j Works Committee, to be attended to at an j early date. Mr Butt moved—" The Board ; visit the bar next morning at eight o'clock, ] as a vessel was expected, aud the Board could > see the beacons were put up." Mr Mathews moved, Mr Horrell seconded—" The Board visit the bar on Thursday at 10 a.m." ■ Carried. The cargoes iuwards for the ! month were 272 tons, outwards 220 tone, i The Works Committee applied for certain . works. A channel being cut by the dredge j was satisfactory, and it was necessary to I close the old channel by a groyne. The j Committee recommended removal of broom j and willows. The treasurer's statement; showed a cred t of £36 12s 9d, including re- j ceipts for month £30 7s 6d. Accounts £53 4s j 6d were passed. A sum of £25 had been paid ; off one of the debentures which was renewed | for £225. It was decided the Treasurer ! collect rents', and, if necessary, take proceedings. The Chairman said it was necessary that the tenants should be required to ! keep all buildings insured, and in terms of • the leases in teuantable repair. This matter \ was referred to the Finance Committee to | deal with. Mr Butt moved, Mr Doubleday j seconded—" That 150 willow stakes be cut j and peeled for staking the river." It was decided that the lease of late Mr Wearing's : trustees to Mr R. Manning be agreed to. j Mr Butt moved, Mr Mathews seconded— j " That the recommendation of the Finance ; Committee to levy dues of 2d per ton (regia- '. tered measurement) on vessels iuwards and ] outwards; those in ballast to be exempted, j be agreed to." Carried. It was decided to ' meet next Monday to adopt by-laws. Mr : Butt gave notice of motion to consider the ; question of merging the Harbour Board i into the Kaiapoi Borough Couucil. The Board then adjourned.
