GENERAL ASSEMBLY.
In the Legislative Council yesterday the Institute of Journalists Bill was read a first time and the second reading fixed for Tuesday. The second reading of the Companies Branch Register Act Amendment Bill was agreed to. The Representation Act Amendment Bill passed through Committee, where some trifling amendments were made, and the Payment of Members Act Amendment Bill passed its second reading and the Council rose at 3.3Q p.m. In the Lower House, the Mangatua Empowering Bill was read a second time. The motion appointing Mr Guinness Chairman of Committees was carried. The rest ot the afternoon and part of the averring was taken op by Mr Buck laud in the financial debate. He was followed by Mr Geo. Hutchinson ia a smart speech, who was followed by Mr Hogg. The debate promised to be most dreary, when late at night Mr E&rnshaw gathered & full House again with a powerful attack ou the Government. The debate was adjourned, on the motion of Mr Moore, at 12.25 a.m.
