LEGISLATIVE COUNCIL APPOINTMENTS.

(PRESS ASSOCIATION TELEGRAM.) WELLINGTON, February 12. The Trades and Labour Council have drawn up a manifesto to Trade Unionists with regard to the action of the Council in passing a resolution claiming the right. to be consulted in regard to the selection and appointment of labour representatives to the Legislative Council. The manifesto states that the resolution upheld the fundamental principle of Liberalism, viz., the right of the people to choose their representatives in Parliament and in the Council. 'It is contended that as capitalist* had always been in the majority in the.. Legislative Council, the Unionists of Wellington, a numerous section of working man, as well as of any other labour organisations, had a right to a voice, in the selection ~o£ auch representatives. The manifesto denies that in claiming the tight they were dictating to the Government. ■ In what they had done they had acted earnestly in the interest of labour and according to their intelligence, .and therefore they feared not the censure of their opponents.

WELLINGTON, February 12. Nothing definite has yet transpired as to the intention of the Goveriunent with respect to the Legislative Council appointxaeixte, but as the whole of the Ministers are now in Wellington some decision will probably be arrived at shortly. I hear that a formidable amount of Cabinet business is waiting to be disposed of, and this will readily be understood when it is remembered that there has probably* not been* fall meeting of the Cabinet since the end of last session, so Asaiduooaly have Ministers been travelling all over the colony in the interests of the Great Liberal Party. The "Post" to-night, referring to the proposed appointments to the Council, presumes that as Lord Onalow is now aware that his successor is appointed, he will only discharge purely official duties during, the remainder of his residence in the colony, leaving it to Lord Glasgow to take the responsibility -of accepting or rejecting Ministerial advice as to swamping the Legislative Council by new creations. No exception could be taken to his refusal to deal with the matter under existing circumstances. Probably Ministers will wisely refrain from asking him to do so.
