ST. ALBANS.
The installation of the newly elected Mayor of tbe Borough of St. Albans took place rat noon yesterday- at~ the Council Chambers, Papanui road. .There were present the Mayor elect (Mr W. J. Neate), who was returned for a second term, Crs. Bull, Smith, Price, Heard, Penteney, and Coleman. His Worship the Mayor occupied the chair, and read the clause in the Municipal Corporations Act convening the meeting. After the necessary formalities had been complied with, his Worship said that the year-had been an uneventful one. The financial position ot the Council was a little worse than at the end of the previous year. In 1889 the rates uncollected amounted to £535, at the end of this year the total was £773; again there was an overdraft of £121 Us 6d. Now It .had amounted to £628 9s Id, leaving a balance to the bad of £508 17a 7d. They bad, however, metal and screenings to the value of £170, which, with the amount of rates due, was more than sufficient to meet the debit he had mentioned. There were several reasons for the position the Council had now reached, and he cited the many permanent vifayks, jwhicb had been accomplished or commenced. Only two very important matters; had come before the 'Council during* the year. : One was the y proposal of the Mayor of Christchurch (Mr Manning) to amalgamate the boroughs with the city. They all knew the result. ' The other was the question of the removal of the night soil, (but he thought that the contract now entered Into by the Council would give satisfaction to all the rate? payers. He concluded by thanking the Councillors collectively and individually for their kindness and assistance during his term of office. .- ( The Councillors present congratulated Mr Neate on his resumption of office, and hoped his succeeding .term, would be as successful as* his previous one.
