-ro-HasDirofc-tTttiPax--, Sir,—After the accident which occurm in High street this morning, by which a horse was killed on the spot, I was ->-< surprised to hear a stranger ask the question, "Have you no by-laws in this city for punishing those who leave their horses and carts unattended V For some years past the neglect on the part of the police in this respect has been most noticeable. 1 will undertake to say that on any mornina of the week I can point to a number .of vehicles standing in the streets, with no one near, and at the same time splendidlooking fellows, dressed in handsome blue dress, who are said to be members of the police, pass along in the most unconcerned manuer. I have been asked by several visitors to our city how such neglect could be allowed by the authorities.
