An adjourned meeting of this Board was held on Friday, at 7.30 p.m., to consider matters re Tuaoi street drain- Messrs R. Hardie (chairman), Bergk, W. Smith, Jameson, and H. W. A petition was received, sighed by 112 ratepayers in that portion of the district bouudea on the north by Cashel street, on the West by the East Town Belt, on the South by St. Asaph street, and on the East by Nursery road, praying the Board to make and levy a special rate over that area not exceeding gd in the £, for the purpose of defraying the Board's contribution towards the cost of a brick sewer in Tuam street, between the East Belt and Nursery road, in lieu of the open drain. Resolved, that it appears to the Board that the work therein mentioned is for the special benefit of <that particular portion of the district. The following estimate in the matter was approved:—Expenditure, £250; receipts, proceeds of special rate, £189 6s 10d. Balance to be otherwise provided, £60 13s 2d; total, £250. The special rate book was.then submitted and signed by Messrs I. S. Jameson and L. Bergh. Resolved—That the prayer, of the petition be acceded to, and that the Clerk give notice calling a special meeting of this Board for Monday, the 22nd October, at 7.30 p.m. for adopting the following resolution —"That this Board do make and levy a separate rate of|d in the £ on the rateable value of .the rateable property situate in that portion of the district bounded on the.north by Cashel street, on the west by the East belt, on the sonth by St. Asaph street, and on the East by Nursery road, for the period comi mencing on the 20th November, and ending on the 20th December, 1888, payable in one sum on the 21st November, 1888, for the purpose of defraying the contribution of this Board towards the construction by the Christchurch Drainage Board of a brick sewer in Tuam street in lieu of the open drain." At the conclusion of the above proceedings, Mr H.. W. Toomer stated that he had been informed that it was reported he had used his influence with the Clerk to suppress the report of Board's meeting of the 17th September until after the election'in order that it might not be known that' £250 had been voted towards the Tuam. street drain. He wished emphatically to..deny this. The reason the report did not appear at the usual time was because there was but one day between the meeting/and the election, and on that day the Clerk was occupied until a late hour in preparing! the rolls, &c., for the poll, and informed him (Mr Toomer) that he would sot have time to write the usual report, with which he (Mr loomer) agreed. The foregoing proceedings will show that the money is not to come out of the general fund, but to be paid by those interested who are to be specially rated. • •■'
