SELWYN COUNTY COUNCIL.

The ordinary meeting of the Selwyn County Council took place yesterday. Present—Messrs D. McMillan (chairman), H. W. Dunlop, R. Westenra, T. H. Anson, W. Boag, J. Rennie, and J. G. Murray. The Chairman stated that the follow), ing correspondence had been received >— From the Ash barton County Council a7_id Mr Jones (M.H.R) relative to the special grant for the maintenance of the approaches to the Rakaia Gorge Bridge. From the Public Tr/ostee and the Halswell Road Board Tα. the matter of White's claim relative to land taken for drainage purposes. From the Gas Company, relative to the price charged for gas lamps on the Riccarton road. From the South Malvera Drainage Board, recommending the appointment vt members to fill the vacancies on the Board. From owners of traction engines, relative to the amended by-laws. From Mr Irvine, asking the Council to transfer to him a lease of part of plantation reserve No. 2469. The Roads Diversion Committee had reported on the application of the Springs Koad Board relative to the closing of a road in the district. It would be necessary to confirm the special order made on the 11th July, annexing a part of the Riccarton road district to the Waimakariri water-race districts. The Council's authority was requested for the execution of several leases and other documents. The usual monthly report of the Inspector had been received, also an application for a slaughtering license near Shirley, and a petition against the granting of the same. The overseer's monthly report on the water-races would be presented, also letters from Mr Vaughan, re crossing on Weedon and Ross' roads; from the Secretary for Education, consenting to a water-race being made through the Burnham school reserves; from the Manager of the Bank of New South Wales, relative to the extension of waterraces near Bankside. There was also a notice of motion by Mr Anson re irrigation in the Waimakariri water-race district. TheAshburton County Council agreed to an equal division of the vote for the Rakaia Gorge bridge, the money to be placed to separate accounts. The Chairman explained that the alteration was suggested that each Council might have control of its own end of the bridge. The Minister of Public Works demanded that he should be consulted m the matter of any expenditure and that a Government official should sign cheques. In answer to a letter from the Council, Mr Quealy wrote, stating the terms on which he would undertake the supervision of the clearing of the River HalswelL He also explained the system be should adopt in the interest of the Council if his terms were accepted. It was agreed to make Mr Quealy an offer a little less than the price he named. The Gas Company, in replying to the Council, wrote that it was impossible to reduce the cost of the lamps on the Riccarton road unless the number were increased. The Council approved of the recommendation of Messrs E. McMillan, sen., Patrick Doyle, Patrick King, and Captain Woodcock for appointment to the vacant seats on the South Malvern Domain Board. The Roads Diversion Committee recommended the confirmation of the application for the closing of part of the road along the western boundary of R.S. No. 6596 in exchange for a new road through the said section, Springs district. The report was adopted, and the Committee was instructed to consider the legal opinion of Mr Joynt concerning the boundary road at Selwyn. The Council confirmed the special order of July 11th, annexing part of the Riccarton district to the Waimakariri waterrace district. The Slaughter-house Inspector s report was read. It contained an application for a license from T. S. Lodge, Canal Reserve, R.S. 887, Shirley. A petition was received from twentynine residents in Shirley and Windsor, objecting to the granting of the application. A joint letter from several leading firms dealing in stock was read in support of Mr Lodge's application. The Council, after some consideration, unanimously decided not to grant the license. The Overseer's reports on the various water races were read and dealt with. A special meeting of the Council was held at noon to consider the proposed bylaws for traction engines and the objections thereto as contained in a letter from, the owners of engines. The by-laws were passed, with only a few slight amendments, and their confirmation deferred for a month. The ordinary business of the Council was then resumed. Mr Anson obtained permission to postpone his notice of motion until the next meeting. On the recommendation of Mr Anson, Mr Davies was instructed to carry out a race near Harewood road for the benefit of Messrs E. Hall and others, and also to construct a race through the Burnham Industrial School reserve. Accounts amounting to £36417s 2d were passed for payment, and the Council adjourned.
