Rampolla del Tindars, Papal Nuncio at Madrid, will shortly replace the late Cardinal Jacobini, Pontifical Secretary of State. Received March 10th, 1.30 am. GRAVE BREACH OF TRUST. London, March 9. The chief draughtsman of Chatham Dockyard has been dismissed for having sold designs to the American Government. SECRETARY FOR SCOTLAND. The Marquis of Lothian has been appointed to succeed Mr Arthur Balfour as Secretary for Scotland. THE CLOTURE. In the House of Commons last night, the essential points of the "cloture" rules were passed.
[SPECIAL TO PRESS ASSOCIATION.] Received March 9th, 11.55 a.m. THE LIBERAL PARTY. London, March 8. The efforts recently made by prominent members of the Liberal Party to heal the breach caused by the division of opinion over the Irish question have been revived with some prospect of success. Communications have passed between the chiefs of the various sections into which the party is split, and show that a re-union of the fragments is not far distant. Received March 10th, 1.15 a.m. ARCHBISHOP CROKE. London, March 9. Archbishop Croke explains that he never advised a general non-payment of taxes by the Irish people.
