First reading —Mr Whitaker's General Harbor Act Amendment Bill. Second reading—A waters Shearing Reserve ML Third readings—Hike's Bay and Marlborough Rivers Act Bill, and Kumara Education Seeerve Bill. lie Council went into Committee on various little BOls. The Native Affairs Committee reported on 6 petition re the Kinross case, that the Council «3ght to-ellsw its officers to appear as witnesses in any future trial, or itself institute proceedings against Mr Kinross. This report was objected to by some hon. members, who asserted that it condemned Mr Kinross unheard. There wag upon this a discussion, las! ing over an honr, in which twelve members took part, after which the debate was adjourned on division by twenty-two votes to ten, The Council rose at a quarter to five.
