Gorerninent Advertising. Odmpamf "having lia&Vr&ught ; to,the jr. notice a leading article?, in'jhe, " l^UeU6n'timei y of. : ]&th instant, an tlie subject [ qfi Advertising* ikinJc it advisable to publish the . statement for J public information. On tie ;■ 6th November,' 1876, tie Goverfm&nt of Major Atkinson called, for tenders for advertising " such public : notifications as voere required . lobe or'wefe usually published in the Provincial Gevernment , - Gazette" in Canterbury. The , " Lyttelton Times ,, proprietors were'the successful tenderers, being lower in price. This contract did not apply to the-, bulk of Government . advertisements, viz.:—those issued from the Colonial Secretary's office, and from the office of the Minister, for Public Works. The year 1877, for which the contract was given, coming to a close, fresh tenders tcere called for in November of that year. The tender of the " Lyttelton Times" was higher than that of the Peess Company, and teas accepted for three (3) months only on the f round of the prices quoted ■ eing deemed excessive; that of the I?bess Company being , rejected, on- tfie ground, of informality. Shortly ttfter the'expiration of that period, the Government, instead of calling for fresh tenders for the whole or any portion of the advertising, discontinued advertising "in the Peess newspaper, and'gave all".tlie advertisements to the"lyttelton Times" at its own price, and that arrangement is still in force. ~£f extent of "circulation ' ■ had been the -guide of the < Gflvemfnent in -their selection of the lesi advertising medium, they would have called for fresh fenders periodically. It is plain thaVhadihey wished to act fairly in the matter? they would have adopted that simple and obvious course* * It, beiiig rgSgived w ''that the 'crucial~test ' value, of,.,an medium is its circulation, the Director*, of the Pbbss Qom- - pony are prepared to prove to the satisfaction of any officer , the Government mayappoiril ? that the circulation of the 'lV "Press is large* " thanthat ofany other morjy . ing'newspaper, published in New Zealand, . , Christchurch, March 13, 18*79.

Published Gratuitously. THE Directors of the"Pi«es" Nbwbiapbb Company tave the honor to lay before fomr eniacribers and the public generally tne fallowing facts: —The Government had been is the habit of inserting public notification in both the morning newspapers published ,in gbristcmwch rarfal 17th April last. Since that date no orders for advertising have been given to the Pbsss newspaper from the Colonial Secretary's office or the Public Works Department in Wellington, whilst sash notices haTe regularly and to a large extent been advertised in the " Lyttelton Times." In Consequence of this change, the Directors of the Pbxss Com--pany deemed it advisable to make inquiries a headquarters, and one of them, visited Wellington for that purpose, and had interviews with the Government on the subject generally. It was ascertained that it was the intention of the Government that in future such advertisements would be given only to the " Lyttelton Times " &ndthe"Timara Herald" in Canterbury. It was represented to the Government that so partial a distribution of Government advertising would not only place the excluded journals at a disadvantage, but would also be njurious to the public interest, as tending to lesson the publicity given to the advertisements in question. -The Ooremment stated that economy in advertising was necessary, and that, other things being equal, it would not be surprising- if they gave their advertisements to their own supporters. The Directors of the Pbbsb Company, perceiving that the absence of the Government notices in the Passe will place the subscribers to that journal at a disadvantage, have determined to publish without charge all Government notices appearing in the " Lyttelton Times," but withheld 'from the Prase. Their eubecribera and -the Government will, therefore, obtain a gratuitous advantage so long as the present system continues. -/ : . In making this , pecuniary sacrifice, the Directors of the Pbbss Company feel that they will, have public sympathy, and that, public opinion will ..justify their present action in resisting- any attempt the part pf giant in t»HA (TJfivfimT"<»Tit as a means of securing political'support.
