FRANCE.
Paris, Nov. 7. The Customs treaty between Prance and Germany is ratified. Prance promises payment of balance of indemnity at the rate of 50,000,000 francs every fortnight till the debt is paid. Six departments now occupied by the Germans will be evacuated at once. 30,000 troops remain till the whole debt is paid. The court-martial has sentenced 91 communists, and acquitted 9000. Serious trouble lias arisen between the North and South German troops stationed at Metz. Several encounters occurred between the members of the Bavarian and Prussian regiments. The Algerian troubles are completely settled. Extensive military establishments are to be formed at Rouen. Paris workmen show an indisposition to work, and demand exorbitant wages. M. Thiers, uncertain of life, has made a political will hoping to pecure the succession to M.Cassiraer Pierre.
