NEWS BY THE MAIL.

♦ PEACE NEGOTIATIONS. This week has been one of negotiation. To-day will probably decide the question of peace or war. The German terms will be communicated this afternoon by M. Thiers and his colleagues, fresh from their conference with Count Bismarck, to the French National Assembly, convoked at Bordeaux. Its answer they will carry back to Versailles to-morrow, and by Sunday night (February 26), when the armistice expires, a treaty will be signed, or the German armies will begin their march on the routes already prescribed. A peace is almost certain, but I will not waste words on probabilities when before this letter can reach you the telegraph will have informed you of the result of the conditions of peace, which we do not yet know, or the vigorous resumption of hostilities.
