The interest I hare taken in City matters for several jeara may serve as an excu&o for seeking your suffrages, and my actions in the late Provincial Council (as one of the members for the Heatheote district) may be eomo guarantee that I will attend faithfully to my duties, and discharge them to the beat of my ability. I think the time ia close at hand when some change will have to be made in the diepoial of our Waete Landa, if we are to oarry out that coloniiing mission which we have begun, and by which alone thia Province oen ever expect to keep her ground as one of the foremost Province* in New Zealand { I bolievo that, unices tome change in this respect ia made, great and ne?ese*ry railway and other public works cannot be carried out — our magnificent Waste Lands will lie in their present state for jeara to come j and we shall 6nd that the existing liabilities necessitated by the primary portion of our railway system already completed, are a heavy burden, instead of assisting us in being largo and remunerative producer* of agricultural produote, thereby developing the reeourcee of the country. I am of opinion that immigration, on a proper ayatem, can be earned out moat advan* tageously by the Colony, and I would oppose the raising of loans by this 'Province fot iffi* migration purposes. Should you favor mo with your confidence, my constant endeavour will be to do that which will promote your interests, and further the general proaperity of the Province at large.
