The interest I have taken in City matters for several years may serve as an exouse for seeking your suffrages, and my aotions in the late Provincial Council (as one of the membors for the Heathcote district) may bo somo guarantee that I will attend faithfully to my duties, and disoharge them to the best of my ability. I think the time ia olose at hand when some change will have to be made in the disposal of our Waste Lands, if we are to carry out that colonising mission whioh we havo begun, and by which alone this Province can ever expect to keep her ground as one of tho foremost Provinces in New Zealand j I believe that, unless some change in this respect i_ made, great and necessary railway and other publio works cannot bo carried oot — our magnificent Waste Lands will' lie in their present state for years to come ; and we shall find that the existing liabilities necessitated by the primary portion of our railway system already completed, are a heavy burden, instead of assisting us in being large and remunerative producers of agricultural products, thereby dtveloping the resources of the country. I am of opinion that immigration, on a proper system, can be carried out most advantageously by the Colony, and I would oppose the raising of loans by this Province for immigration purposes. Bhould you favor mc with your confidence, my constant endeavour will be to do that whioh will promote your interests, and further the general prosperity of the Province at largo.
