LYTTELTON BOROUGH COUNCIL.

Monday, April s*. Present —The Mayor, Councillors Allwright, Ward, Hargreaves, Chalmers, Woledge, England, and Hawkins. The minutes of the last meeting were read and confirmed. The amount received during the week was £4114 a 6d. The following letters, among others, were read : — From Provincial Secretary, stating that the Superintendent would be in Lyttelton on Saturday. From Mr Robinson, the manager of the Bank of New South Wales, asking the Council to take into their consideration the reduction of the ground rent of the premises of Mr X>. Davis. From the Bail way Bowing Club, declining to take part in the procession. A letter from Mr Crosbie to Captain Gibson upon the same subject. It was stated that the watermen of Lyttelton would bring twenty boats to the procession. The bathing report was read. It stated that 106 males and 101 females had used the place during the month ending March 31. The Mayob wished the Councill to appoint a committee to carry out the arrangements for the Prince's reception. Cr Wabd understood that the Superintendent would do nothing more than decorate the watermen's steps upon the arrival of the Prince. Cr Habgbeaves said the Government could not make any exception in favor of the Borough of Lyttelton by giving it a grant in aid of the expenses incurred in providing for the Prince's reception. He had been informed that the Government would make all necessary arrangements for receiving the Prince on the reclaimed land. Cr Chaimebb said if the Government wished to ignore Lyttelton, and pass the Prince direct through to Christchurch, they had better do so. On the motion of Cr Wabd, the Council went into committee. Or Allwbight moved, and Cr HabGEEAVES seconded—"That a sum not exceeding £30 be voted to be expended in arrangements for the Trince's reception, if the address be presented at the Colonists' Hall." This was carried. | Cr Habgbeaves moved, and Cr Allweight seconded —"That the address from this Council be presented at the Colonists' j Hall, and that the Superintendent be informed thereof." This was agreed to. The Council resumed. An application received from Messrs i Newton and Chewith to rent Griffith's quarry < until September next, and to pay in advance for the same. Cr Chalmbbs moved, and Cr England seconded— ** That if Mr Griffith's consent be given, the application be granted." Carried.

The Allowing accounts were passed for payment: —Weekly pay sheet, £5 19e j Whales, for cartage, £5 2s Id. On the subject of Mr Robinson s letter, Cγ Habgbkaves moved, and Cγ Hawkins seconded— , ' That a committee be appointed to report upon the applications for a reduction of rent in the Borough Council reserves, and also to report generally as to the minimum rate of rent to be charged for the reserves. The committee to consist of Cre Hawkins, Ward, and the mover." Carried. The Mayor stated that only one person, Mr Baleatiee, had been nominated for the vacant seat in the Council. Cγ stated that Mr Griffith had offered to present the Council with two flag poles, delivered at the Christchurch station. The offer was accepted with thanks. Cr WoLBDGi moved, and Cr Habgbeates seconded, " That immediate steps be taken to recover the rates outstanding in accordance with resolutions passed at a previous meeting of tins Council. Carried. •" . A discussion eneued upon the advisability of having a new valuation takea of the borough property, and various means were proposed. The Foreman of the Works report m Inspector of Nuisances was read. The overdraft at the bank was stated to be £330 3s Bd, and the interest for the half-year £21 8s Bd. The Council then adjourned.
