That capitalists be invited to undertake the construction of a cheap railway - from Christchurch to the South Bank of the Kowai, and to furnish the necessary rolling stock, buildings, &c." "2. That it be a request to the Government to take by Ordinance or otherwise such steps as may be necessary to make £30,000 of the unexpended balance of the loan, and any interest that may accrue thereon, available as a fund for guaranteeing capitalists' interest on the cost of the said railway." "3. That before any tender be accepted the sanction of the Provincial Council be first obtained."
