[By Interprovincial Telegraph.] Wellington, October -1, 11.45 a-m. Tiie Hon. Mr Johnston opposed the second reading of the Public Debts Bill, 1867, in the Legislative Council, objecting to the Government guaranteeing provincial debentures before their conversion into.consols. In committee the Hon. Mr Menzies moved an equivalent amendment, and carried it by 8 to 6. The words " from and after the passing of this Act," in Clause 2, were expunged, and the following substituted—"from and after the conversion of any such provincial debentures into colonial - debentures." The House of Eepresentatives sat until four o'clock this morning, engaged principally on the estimates.
