TO THE MEMBEBS OF THE PROVINOIAL COUNCIL OF CANTEBBUBY, AND THE CANDIDATES FOB MEMBEBSHIP. /"I ENTLEMEN, —A sense of the respect due \JT to yourselves, and also to the high office I am at present filling in this province as Acting Provincial Auditor, had determined mc not to announce myself too prominently to you as a candidate for the vacant office of Provincial Auditor. On the other hand, Mr Ollivier has availed himself of numerous public opportunities of stating his intention of retiring from public life into the Auditor's room. I find that delicacy on my part has produced an erroneous impression that I am indifferent to success, or have waived toy pretensions to the appointment in favor of Mr Ollivier. A member just elected, a personal \ friend of my own, has, on being solicited, promised to support Mr Ollivier, believing that he is the only candidate. My silence has therefore been turned to my disadvantage, and I very unwillingly depart from my enforced reserve. I need hardly remind you that this highly important office will have to be filled up at the first sitting of the Provincial Council by his Honor the Superintendent and the members of the Provincial Council concurring in the nomination of a fit and proper person to be the Auditor; and also, that I have held the office of Deputy Auditor for about five years. I may lay claim, from a long experience as a professional accountant and auditor, to peculiar qualifications for the office. I have the honor to inform you that it is my intention, at a proper time, to solicit your concurrence, with his Honor the Superintendent, in my nomination. I appeal to you to hold yourselves unpledged until you have had an opportunity of carefully examining into the duties and responsibilities of the office, and of considering how far it is expedient that the claims of service in a department should be thrown on one side. I feel confident that, as a deliberative assembly, you will ascertain the fitness of applicants to fill the duties of the office with efficiency, and carefully consider every question relative to the appointment before granting your concurrence in the nomination.
