EXTLEMEN , ,—I hare the honor to offer vJT myself as a Candidate to Represent your District at the coining election in the Provincial Council. 1 luivo resided amongst you for some years, and am personally known to many of yon. Possibly my political opinion* may not bo on that ground I may be allowed to state briefly. lam of opinion that centralization and an undue creation of departments, and us a necessary consequence im opening for place-seek era exists far beyond tho requirements of an efficient administration of tiio Government of the Province, nnd this has tended in a great measure to bring nbout tho present financial difficult ice. 1 should if elected support any well devised mesisuro calI eulated to develops tho resources of tho province, and am of opinion that nothing will effect this ehort of a judicious extension of railways and good roads. I am also in favor of a system of promoting a sound education consistent with the existent requirements. I should be prepared to support any measure to conserve tho landed estate of the province, especially with a view of modifying tho present system of grantiug pre-emptive rights. I think that tho present system of Road Board administration is very defective, especially in the outlying districts; and I cannot eeo tho justice of tho farmer's industry being taxed, and the owners of unimproved lands and tho runholding community being exempt or nearly no from local taxation. My motto would bo Economy, retrenchment, and no special clase legislation. The farming and othor interests boing vested, and to my mind paramount, should bo as faithfully represented as the cheep and commercial interests. If you think mo compotent to represent you in tho Provincial Council, I am willing to place my services at your disposal j and will hold myself in readiness to meet you &t any time more fullj to explain my views. ENTLBMKN,—I beg to announce that \JT it ia my intention to present myeelf at the ensuing election as a candidate to ropre* sent you in the Provincial Council. I think that experience has shown us that it should bo the earnest endeavor of your re» preeentatives to confiuo tho ordinary expenditure within tho limits of tho ordinary revenue, and to expend tho lnnd revenue in works which add to the material resources of tho country, by increasing its productive power. I think that it is of tho utmost importance to promote vigorously the proposed system of railroads, in order to, op'on up fresh land for sale and occupation, and thus not only prevent; the otherwise inevitable diminution of tho land revenue, but provide an additional field for capital and labor. So important do I thiuk a steady prosecution of these works, that if tho money for them cannot be procured in any other way,. I should advocate the sulo of our debentures at a somewhat lower rate than that at which they have boen yet disposed of, as I am convinced that tho benefits which will accruo from opening up tho country would well repay a slight sacrifice. If great publio worts aro to be carried out, and the country is to bo peopled, a eortuin amount of immigration seems almost a necessity. Tho power of thus affecting tho labor market in one of tho most important with which your representatives are entrusted, and must be exercised with tho utmost caution. To exercise- it so a* to throw people out of employment, or to cause a fluctuation in tho rate of wages, would be to my mind impolitio and cruel. I should for many reaaone oppose any material alteration in the Land Regulations. In the course of years they may require revision, but I cannot see any proa ont necessity for change. I trust that this short exposition of my sentiments will meet with your approval.
